windows vista personalization won't work

when I attempt to change my desktop settings
right click - personalize   
I get a 1 second flash that it about to open when suddenly nothing but the Aero mouse arrow.  This problem also with other applications i.e. Performance Information and Tools, System, User Accounts.

So you are saying that your Control Panel apps do not work, is that correct? If so, have you run a full scan with BOTH your anti virus utility AND MalwareBytes?
