Smitty, you can change icons of Folders if you right click them, go to Properties, go to the customize tab and click Change Icon.

Can you clarify this?  Do you want to change the icons for folders or shortcut icons on your desktop, or do you want to have more desktop backgrounds to choose from?

OK, the procedure posted by Carbon Dudeoxide works for regular folders you normally see in an Explorer window but the procedure for changing the appearance of standard Windows desktop icons (My Computer, Recycle Bin, etc.) is different.  See Change Icon for My Computer, Recycle Bin, Others.
