    a.  "ping -n 20 127.0.0.1"                                                       0% loss
         b.  "ping -n 20 <your_computer's_IP_address>"              0% loss
         c.  "ping -n 20 <your_local_gateway_address>"              0% loss

    all 3  >>>>>>>>>>>>>     sent = 20, received = 20, lost = 0 (0% loss)

    Run some basic steps....

Turn off computer. Disconnect router, and modem from power source for 30 seconds.
    Power them back on.
    Restart computer.

If that doesn't work, bypass router, and connect computer straight to the modem.

    If that doesn't work...
Go Start>Run (Start search in Vista), type in:
    cmd
Click OK (in Vista, while holding CTRL, and SHIFT, press Enter).

In Command Prompt window, type in following commands, and hit Enter after each one:
    ipconfig /flushdns
    ipconfig /registerdns
    ipconfig /release
    ipconfig /renew

    Restart computer.

    If that doesn't work...
Go Start>Run (Start search in Vista), type in:
    cmd
Click OK (in Vista, while holding CTRL, and SHIFT, press Enter).

    At Command Prompt, type in:
    netsh int ip reset reset.log
    Hit Enter.
    Type in:
    netsh winsock reset catalog
    Hit Enter.

    Restart computer.

    If that doesn't work...
Download, install, and run WinSockFix: http://www.softpedia.com/get/Tweak/Network-Tweak/WinSockFix.shtml (doesn't work in Vista)
    Restart computer, and check again.

    If that doesn't work...
Download Dial-A-Fix (DAF) (doesn't work in Vista):
    http://wiki.lunarsoft.net/wiki/Dial-a-fix#Mirrors.2Fdownload_locations.2C_and_articles

Have XP CD available in case DAF needs a file. Likely not!

Check all boxes on the screen (clear any restrictions if it shows any)
    Then click GO!

When the entire page is finished click the HammerHead at bottom to go to the second DAF page.

Here, one at a time, do the below:

    Reinstall BITS
    Reinstall Windows Firewall
    Repair Permissions
    Reset networking

Watch for any File not found or other errors and make note as this may lead to the fix!

    Restart computer.

is this driving you guys as crazy as it is me?
I have done all of the above. I got google to load once and that was all. NOTHING again. The worst part is that this machine had xp before. And the same disk no less. so I know the errors do not lie in the xp installation disk, but where they do lie, I do not know.

According to "ping" results, you do have a connection.
      What browser are you using?
      Did you try another browser?
Did you try Safe Mode with Networking?

Can you try Firefox, so we can see, if this is IE issue, or something else?
What AV program and firewall do you have there?

what security programs do you have running right now?
Was your computer disconnected from the net while reinstalling Windows?

You may have some baddies. On average, it takes only a few minutes for unprotected computer to get infected.

The only safe way to do it is to disconnect your ethernet cable, run clean Windows install.
Download SP2 on another computer, move it to this computer, install it, turn Windows firewall on and then and only then, download and install AV program , all Windows updates, etc.

                  1.  If you're still there, can you:
                       a.  Check connectivity to a known website (use ping without quotes):
                            (1)  "ping 69.72.169.241"               ; access www.computerhope.com
                            (2)  "ping 139.151.188.4"               ; access www.yosemite.com

                       b.  Ensure name resolution correctly resolves domain name to IPv4 address (use ping and/or nslookup without quotes):
                            (1)  "ping www.computerhope.com"    ; should reply from 69.72.169.241
                            (2)  "ping www.yosemite.com"           ; should reply from 139.151.188.4
                  and/or
                            (3)  "nslookup www.computerhope.com"
                            (4)  "nslookup www.yosemite.com"

                       c.  Use browser to access website by its known IPv4 address:
                            (1)  Use web address "http://69.72.169.241"  without quotes
                            (2)  Use web address "http://139.151.188.4"  without quotes

i Got it. The problem was in a faulty ethernat card. i reconfigured my router to block the lan line and added a wireless connection. I then disabled the device and was then able to get on and browse no problem. The wierd thing is that my device manager says the ethernet card was functioning properly.
