Why does DVD use VOB files instead of MPG files

I know DVD uses MPEG2 technology but When I opened a DVD in Windows Explorer, I saw VOB files, not MPG files which you can easily download to your PC from DVD. What are VOB files and why does DVD use VOB instead of MPG files.
