“0x80070643” error, when trying to install Anti virus

This is my inlaws Computer. tried to set up MSE on it... got this message. tried all the fixes.. "MS repair kits.. re-installed .Net 1.1 etc... no go. Tried Different AV.. same deal. ANY idea, of what is causing this? It's an HP Win 7 machine... NEVER used on the internet... I DID install, all the Windows updates it was lacking.... since it had never been online. Any ideas guys???

Restart
Run the MS Fixit on this page: http://support.microsoft.com/kb/976982
Restart
Re-install .Net http://www.microsoft.com/net/download/earlier-versions

did the second two already... guess I'll have to go back over, and try the first as well...
