Right click "open with " option missing

I have windows 2000 installed on my pc. If I right click on any file there ll be a option "open with". This appears for all the file types. Now that option is not enabled or its missing. Even  I tried holding the shift key. Kindly help me how to enable that option.

In windows 2000 "open with" option comes as a default for all file type.

and I didnt change any registry settings.

I know we have to add a registry key but I dont know what to be added.

In Windows XP you can't use it with shortcuts or .exe files. And some other well-known file types, I beleive.

Hold down the f8key on boot up.....and chose the option from the on screen list using the arrow keys.........
