    How to make over & down-state navigation buttons?

    I want to make navigation buttons that change when you mouse over them and change when you click on them. I used to use Dreamweaver CS3 from the complete CS3 package that had a tool that did this for me, but now I'm stuck with the complete CS6 package and for some reason that I cannot fathom, they took that tool out. So how do I make buttons that change states according to how they are interacted with?
