when i move the mouse to up!
pointer move to down !

Regardless of the WHY, this does not seem possible with a simple registry hack.  It either has to be built-in to the mouse driver or you would need to use a 3rd party utility to make the change.  At least that is what I can find from a simple Google search.

1. We don't do homework here.
2. This is not possible through conventional cmd commands without regedit.  I would look into a fuller language like C or C++ if you want to write your own, though I'm sure there is 3rd party software that will do this for you.

Your other option is to go into the control panel and look there.  There might be something of interest under the mouse options.
