Try starting your computer in Safe Mode and deleting the file or folder.  Keep pressing and releasing the F8 key when your computer is starting up to get to Safe Mode.

zodehala.....  Is this something which has just started ? It is normal to see that error message appear if the file you are trying to delete is in use , or open ...... Make sure that that file or folder is closed .   Recently I had a empty folder which I couldn't send to the recycle bin ......( what I did rather than reboot into safe mode ) was to open the folder which contained the empty file folder  ...... in a reduced size window , then I simply dragged the folder I wished to remove across and into the recycle bin ...worked like a charm .

If you don't know the answer, it isn't a dumb question.
