I use Note Tab Light and I love it.  Simple and it has a couple of "wizards."  :)

    By the way, system32...

Although simple (just how I like it), HTML-Kit is a pretty good HTML editor.  It's what my class is currently using.  A couple of years ago, I used a program called Actual Drawing.  It certainly wasn't the best program, but it was really easy to use and helped give me a better understanding of how to code HTML myself.

And I'll add a vote for Notepad or similar, but it requires good HTML knowledge.
For most people, a graphical editor is right for them, such as Dreamweaver, Frontpage, Nvu, etc etc.

I've found that making a site just how I like it in Dreamweaver has me coding 80% of the time anyway.

Notepad is a good place to start.  That's how I learned, and it helped me troubleshoot my code so I know what I'm doing now.  More or less.

I actually tell people to start in notepad if they want to make sites.  It's a good learning experience.

For me, Tripod was a great teacher.  At the time (a few years ago), Tripod was very simple and not flashy at all.  They didn't even have premade templates yet.  By messing around with the different features to see what they did, I was able to figure out how to edit the codes to make the changes I wanted.  Ah, I miss those good ol' days.
