I can't open up any Icons

Every time I try to open up and Icon, I get a message stating that "not enough memory to run this file, please quit one or more files, I can't even open up the control panel to see what files I need to delete, help what do I do.

Scan for trojans, viruses and spyware.

run scandisk and defrag programs  and clear out your internet history/files..

What Windows do you use? How much memory--RAM is installed in your PC?
