Vista standard user controls inoperative

I am the administrator for my laptop. I wanted to take advantage of UAC for my son, blocking downloads, but when I finish setting up his controls, I get a solid, steady, blue screen, until I finally hit ctr/alt/delete - otherwise I'd be in limbo forever.  Is there something goofed up in the OS?  Do I have a hidden bug somewhere?  I have Norton 360 installed.  I don't want to be forced to take my laptop to the Geek Squad or some other place that will charge me $100+ for a simple fix. Or do I?   HELP! :'(

Ginny Welcome Aboard first of all...

Apparently this is not a random occurence in Vista.

Here for example is one man's plight.

I haven't run into this yet on my Vista machine nor do i have a quick solution.

So far there is nothing in the MS KB about it either.
