Okay, well, let's see.

No OS installed, is what it sounds like, if it doesn't go anywhere past the splash/startup screen.

If you can't access the BIOS by hitting f2, I would try hooking up an external keyboard to it, either by USB or PS/2 (if applicable - some older laptops and even some newer ones have either an extra PS/2 Mouse and/or Keyboard port.

Thanks Northwood but I already tried this..... I don't this the bois is loading at all meaning it does not even know there is a keyboard - (would I be wrong in assuming this)

Try taking the battery out for a while (:30) then put it in and see what happens

If you remove the RAM, of course it wont start up....

    owh,got this problem before.think acer suck,maybe ;D
Why would you draw such a conclusion?
If you just leave the computer, what happens?
Try hitting F8 when the computer turns on (I would repeatedly hit it)
    See what options come up.

I hate to tell you this but laptops have two batteries...

    1)  A battery when it's not using AC power and...
    2)  The CMOS battery.

The latter is what I think ale52 is referring to.  That will involve taking the laptop apart...

How are your laptop repair skills?
