Not a 'dos window' within Windows.
And by DOS cursor, do you mean that literally?
Or do you mean that the mouse works fine in DOS?
Just for fun, test the mouse:
Boot the computer to Dos. Don't load Windows.
At the command line, execute edit
At the top of the Edit screen, you should see some menu options.
"File" should be to the top left.
Can you click it, and get a pull down menu, with the mouse?
If you can, then it sounds like the mouse itself is ok, and that you are loading a mouse driver when booting DOS.

I am unable to determine the cause of the mouse cursor failure. Could you please advise as to what the possible cause might be, and if it involves the editing of a particular file, please advise the procedure necessary to effect the edit change.
I'm not going to attempt to comment from memory. It has been too long.
I do have a Win 3.1 machine here, but it hasn't been on in quite a while.
I'll have to try to move whatever is piled on it away, and try to boot it.
I just can't remember what the procedure is with installing/setting up a mouse within Windows itself. Maybe I can have a look around on it, and refresh myself.
For DOS, it was done in config.sys and/or autoexec.bat.
