How do you need restrict it?
What operating system is on the client PC?

Is this a networking question?  Are you using Microsoft ISA?

          Aside from Proxy Server,
I want 2 try restriction manually on client PC,
          egs. limited browsing access , http://mail.example.aus ( only )
                  something like that.

How about using a hosts file to point mail.example.aus to (e.g.) 127.0.0.1?  Make the file read only to non-admins.
