      I went to the minicity but I only wanted to be a tourist.
      Does increasing the inhabitants in the city, by visiting, make me a local?

      Visiting the city simply increases what ever link you clicked on. If you clicked the population link it increases the population. Unfortunately don't actually become a member of the city.
