Photoshop Is Pixelating My Pictures

My computer has Adobe Photoshop installed on it. When I resize a picture, it automatically pixelates it and makes it extremely fuzzy! Is there a particular setting that I can change to fix this? Please let me know! Our high school yearbook pictures are done through PhotoShop!

Which operating system are you using? Also, what is your screen resolution set to?
