WINDOWS warning message

I have seen this a couple time on other computers but I don't know how they fixed it.   
Something is on my computer that has a big warning about spyware detected and it looks like an ad, BUT It has turned into my background on my computer and it has also changed 'display properties' I can't get by screen saver and/or background.  What did these a-holes do to my computer?

It's an infection, BUT it's also a scam by some computer putz that i would love to get my hand on
