Your speedtest shows 6ms. That is better than good.

      Can you go to www.microsoft.com?

yes i can but the issue is that i cant ping it at all (request timed out) but i thought it was a virus and did several checks and came up with nothing
another side note, when tracing the ping route it looks like its blocked

Pings only "work" if the computer at the other responds to ICMP echo response packets.  Many don't.  On an Windows 2000 (or better) machine, try using the tracert tool instead.

It won't be necessary. I cannot ping microsoft.com or sun.com either.

            Change what?

If it makes you feel any better, none of my computers can ping www.microsoft.com. It's not a problem with your computer.

the latency (prob not because it worked eariler and nothing has changed on the other side (they can still ping me))

or is it just network issues then <<
i think i may have found it
it looks like my subnet mask is messed up sorta.
when ever i ping that, it comes with error
              Transmit failed, error code 1231

Latency is the distance between servers. If you can get closer, the time taken for the packet to be received (ping) will be lower.

Your in a school and they control your network. Most stop "ping" from working outside of there network. This is why you can ping machines local to you but other places like web sites can't be pinged.
