Whats the correlation between turning in your old car and losing your privacy to the Feds?

I wrote about it on WOT. They might have taken it down, but it said that by accepting the terms, your computer would become a Federal computer and all data on your computer is the property of the federal government.

Question that are still left in the dark:

What is the correlation between C4C(Cash for Clunkers) and Privacy intrusion?
Why?
Are some of our Feds becomming corrupt?

Robert Gibbs needs to answer those questions...

Also notice that it opens up to foreign officals as well!
