That is for a :    
HP Compaq d530 Small Form Factor Desktop PC
Going through the list there seems to be about three versions of the BIOS and some minor updates.
If you did a minor update of the wrong version, you did a bad.  :P
The early full version is 2004..
That last full version was 2008.

I would suggest doing a full version.

i am using a 32 bit version of vista and this is my card

i have tried the latest drivers and i still get the same
i have tried using xp but still get the same
Normally, I wouldn't suggest this. but reflash to an earlier version.  I cannot think of any reason why this is happening.  BIOS version should have no affect, but maybe it does.

Flash can fail.
Get the early version. Flash it twice.

        Failsafe Boot Block ROM
        The computer comes with a reprogrammable flash system ROM (read only memory). To
        upgrade the ROM, you may:
        a. Order an upgraded ROMPaq diskette from HP.
        or
        b. Download the latest ROMPaq images from the HP Web site (www.hp.com)
        All ROMPaq ROM images from HP are digitally signed to ensure authenticity and minimize
        potential corruption. Your system ROM includes a Failsafe Boot Block that is protected
        during the flash process and allows the computer to be restarted in the unlikely event
        of an unsuccessful ROM flash.
        If the system detects an invalid system ROM during the boot sequence the system will
        sound one long and three short beeps, flash the three keyboard LEDs twice, and display a
        recovery mode message on the screen. To recover from the Boot Block recovery mode
        complete the following steps:
        1. Remove any diskettes from the diskette drive and turn off power.
        2. Insert a ROMPaq diskette into the diskette drive.
        3. Turn on power to the system.
        4. If a Setup password has been established, the Caps Lock LED will come on to prompt
        you for the password. Enter the password.
        5. A successful boot and ROM flashing (re-programming) with a ROMPaq diskette is
        indicated by the three keyboard LEDs turning on and a series of beeps rising in tone.

        It's okay.  We had these computers where I used to work and they are just awful to work on, but open without tools.  Any of the SFF cases were never designed to be upgraded.  PSU is rated at 185W.  I just can't see how updating the BIOS to the latest rev would create the problem he's having.  My suggestion is to return to the onbord video and forget about the AGP graphics card.  I am not sure if the motherboard supports AGP 8X.

        By the way, you can get one of this with XP pro..
         for under $100 and a warranty.
        No point in upgrading the Mobo. The PSU is too small.

          im going to get  a skt 775 dual core that supports agp/ddr so i don't need to buy a whole new computer since all my parts are new all that's left from the d530 is the motherboard and possessor i have got the graphics card in my computer and running but the drivers wont install it coomes up as 8 vga adapters in windows and in the bios

          can anyone get hold of v1.11 bios for me i cant find it anywhere
