403 may refer to any of the following:

1. 403 is an HTTP (hypertext transfer protocol) status code for forbidden, meaning the requested item cannot be accessed. A 403 is often caused when a file or directory containing the file does not have the proper permissions set or has wrong permission settings. The error can also be caused when the file is inaccessible because of permissions set on the server. For example, if the IP address is blocked in the .htaccess on Apache server, it would cause a 403 error.

Tip

If you have the correct permissions to access this file, try accessing the page again in an hour. If the problem persists, contact the webmaster of the web page. If you are the webmaster, make sure your permissions are correct.
