In order to configure router, you have to have a router.
Every brand of router has a web site, you go to, to set it up.
You can't do it in theory.
What's the router brand?

There is Cisco IOS simulation software available. Use a search engine. Most, if not all, of these applications are not free.

Although doing a IOS or other CLI simulation could be could practice and is a good recommendation. I'd just like to mention that this is only going to be on more advanced routers. A lab router or basic router used in most home use or small businesses are not going to use this type of router.
