First of all I am not perfectly sure that is the problem ! It might be something else but judging of what you told me it MUST be the
" LOGIC" !!!
You must know that all LOGICS are replaceable but it is not an easy work and i have only watched how others do it
and if you want to you must be extremely careful !!!!!!!!!
You must find a Hard Drive EXACTLY like yours ( a Drive that you DO NOT need and which LOGIC is operational) and remove
its LOGIC by unscrewing the screws attaching it to the body of the hard drive ! Be careful ! Different types of hard drives have
different attachment between LOGIC and the body of the hard drive ! What I mean is that there is a thin cable (usually) which transfers the signals from your HDD's LOGIC to the HDD's body and you MUST NOT damage it or everything is going bye bye !!!
You do the same with the old one ! Then you attach the the new "LOGIC" of the other drive to your own which you want to fix !
And it must be working now

PLEASE TAKE MY ADVICE !!!!!!!!!!! First go to the nearest TECH SUPPORT SERVICE with your PC and ask them to find out if that is
your problem !!!!!!!!!!! JUST TO BE SURE
. If you do not have the time or $ to do this and there isn't any LIFESAVING
information on your HDD just buy a new one and throw out the old one ! It will be cheaper for you I think !!!!!!!!
