i'm wondering how to uninstall win xp and re-install win 98.  should i use a boot disk then format c: then install win 98?

You would want to use the bootable diskette and boot from that diskette and because it's likely that NTFS was being used you will need to delete and recreate the partitions using FDISK.

Delete Partition:

If you are unable to delete the partitions successfully you may need to run the debug routine to erase all hard disk drive information. This may occur because the FDISK you have doesn’t detect NTFS. Information about erasing all hard drive information with DEBUG can be found on the below page.

Finally once the hard drive partition has been deleted and recreated format the hard drive and reinstall Windows 98. Information about installing Windows can be found on the below link.
