    Download Process Explorer: http://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
Unzip ProcessExplorer.zip, and double click on procexp.exe to run the program.
Click on View > Select Colunms.
In addition to already pre-selected options, make sure, the Command Line is selected, and press OK.
Go File>Save As, and save the report as Procexp.txt.
Attach the file to your next reply.

Check out your antivirus. My old XP unit would go to 100% when the av tried to update. I changed av to Kasperski and didn't have that problem anymore.

I don't care about your system specs or your anti virus. Either follow Broni's advice above (Process Explorer) or just open task manager to the Processes Tab and sort on the cpu column (click "cpu" twice at the top of that column to sort with highest usage at the top) and leave it open on your desktop. Next time the cpu spikes look at task manager and see which process is chewing the cycles.

I would advise to have a look at process explorer and then research the processes in question on www.fileinspect.com.
