Power off your computer...just shut it down.
After your computer is turned off, turn off the power to all peripherals attached to it...printers, etc., etc.
Unplug the power cord from the computer, either at the wall outlet or the computer itself.
Once this is done, press the power button on your computer and hold it for about 5 seconds...this discharges all remaining power to the motherboard.
Unplug all peripherals from the back of the computer and plug them back in...making sure you avoid electrostatic discharge by touching the exposed metal case of the computer while you are fooling around back there.
Once all peripherals are plugged back in to the computer, plug the power cord of the computer back into the wall outlet and/or computer.
Turn all of your peripherals back on...
Power on the computer...if it boots back into "saving mode"...but I think you mean "Safe Mode"...go to Start/All Programs/Accessories/System Tools/System Restore and restore your PC to the most recent date when this problem did not exist.
