Adobe Photoshop

Photoshop Fibers or Fibers replaces the image with strands of fibers in the current foreground and background colors. Its parameters are variance and strength, with a button to randomize the result.

Fibers work on 8 Bit, 16 Bit, 32 Bit, RGB (red, green, and blue), grayscale, CMYK (cyan, magenta, yellow, and key), and Multichannel images, and Smart Objects. These filters launch another window with options, and use the currently active foreground/background colors.

Fibers are part of Adobe Photoshop's Extended Filters.
